All the information is right there on the link you posted.

The program is aimed at Canadian citizens and permanent residents (and their PR-applying partners or children, of course) who have left Canada and want to return permanently, and got a job in Ontario as health professionals or academics for post-secondary public institution in one of the specified occupations listed.

OWP application can apparently be submitted once the PR one is already under way.
