On H1B visa. To get a Canadian PR, do I have to visit Canada?

I got my H1B visa 2 years back. I am looking to move to Canada. I want to get the Canadian PR first and then move to Canada. I don't want a situation where I need to visit Canada for interview and if I get rejected I have to go for H1B stamping and again get rejected for US entry.
It is highly unlikely that I will get rejected for H1B stamping but I am a bit paranoid about this.
Any suggestions greatly appreciated!

Ok this is what I understand: You are in the US on H1B visa and want to apply for Canadian PR.
If this is the case, than you will be applying for FSW through the US (since it is your current country of residence) and if an interview is required it will be conducted at the US Embassy/Counsulate in the US not in Canada
Precisely! I should have been more to the point. Thanks for clearing up the issue. I appreciate it!
I have a quick followup question.
Should I hire an immigration firm to file a FSW form? Some of the firms are quoting something around the range of $3500 - $4500 CAD.
Is it worth paying that much? I am not very detail oriented unfortunately! :
