No, it is actually the opposite. The situation is worse because it might mean that they will not issue new nominations until the new quota for 2017 is allocated
If we are expecting OINP nominations and since there was issue with EE profiles last year.
Do you guys think the EE profile should be created again from scratch or just modifying some info and submitting again does the trick?

The update itself makes the whole thing negative. Why this update? If they are going to process as before they would not come out with an update like this. They would have updated only when they receive new quota.
What i can make out of this statement is that, they will send out nominations to remaining 2016 applicants from the 2017 quota, they just aren't reopening the program because they want to move it online which i certainly think is not in place and need time to develop the online platform.
My God..Their methods from the start have now gone even beyond respect.. i mean look at the wording " Any additional nominations will go towards.." what additional are they talking about as if those 2015 and 2016 applicants are 10 or 20 (not almost 1000ish counting people from outside the forum as well) also as of those applicants have not paid the 1500$ and sent their documents on time and now their highness and royalty OINP will "consider" some "Any" rather than "all" of those as "additional" rather than "Remaining or delayed"..duuude so not Canadian by any means

Any additional nominations is nothing more than a statement, that whoever will get nomination now, will get it from their 2017 quota. That is all.
It is 2017 already, so such statement is rather logical.
That statement does not mean too much delay for the old applications.
I see it as something to answer that repeating question about when will they reopen. That is all.
