Ahh... thanks so much. Yeah I uploaded a 3.5 x 4.5 digital photo... hope it works out

Yeah this is only necessary for the PR process, not the OINP process.

A current digital photo that meets password requirements is enough.

If you explained in your application that you didn't submit because you hadn't received it. I think it's fine. If they do want a copy it's better to wait for them to reach out rather than submit it yourself in my opinion.

Thank you! Yes I did include an explanation letter in my application and the application is currently under Assessment stage. Is there a chance that they find the application being incomplete and return it during Assessment stage (assuming that would be after the initial completeness check)?

I think you are fine. As long as at the time you submit your application everything is good it'll be fine.
