What you may get is NOI letter from OINP sent to your EE profile. Usually Ontario would pick EE profile applicant with >400 CRS. However, there has been a selection for IT and Telecommunications professionals with good work experience With CRS as low as 300.

4.2 Foreign Degree
If you have a foreign degree, provide a copy of the Educational
Credential Assessment (ECA) report. The ECA report must:
Be issued on or after the date that IRCC designated the
organization;
Not be more than five years old on the date that you submit
your application for permanent residence to IRCC; AND
State that your credential is the equivalent of a Canadian
Bachelor’s degree or higher. Note: You must authorize the organization to share the results of your
ECA with the OINP.
You must send duplicate reports to OINP. The only exception is IQAS ECAs, as OINP has answered me by e-mail when I inquired about it, since there were no instructions for duplicate reports from IQAS:

Submitted mine a week ago, still reads "Submitted". Sadly, I'm giving myself no chances for the nomination this year, given no one is in a rush before the holiday/Christmas season.
