I also got the AOR on Nov 3, still can't create a tracker account.

They will always email. The tracker might get updated before the email, but email is ultimately what you need to check.

November 3rd was Friday.
You can't really expect anyone to add your profile in system during a weekend.
So just wait for a couple of days more.
