Well, all that sounds like endless delays with CGI. Perhaps after getting the initial OCI? Its a very technical Qs - my advice would be to speak to BLS and check what they say. Unfortunately, emails to CGI is like sending messages to inhabitants of Mars and expecting a reply!

Vancouver is even more brutal - they change the courier rates every time you call them. I was quoted $140 for OCI + Surrender. When I asked that can I send them the package using Canada Post next day delivery, they said that only Purolator packages are opened by them the next day. Canada Post will go in their general mail box and they only open it after a week!!! Wow!

I am reading few contradicting things here: Can we do the OCI and Surrender application simultaneously in BLS Surrey/Vancouver?The check list for OCI says to submit the copy of surrender certificate, how would it work?
So for how much do we have to prepare the cashiers check for OCI for a single person when dropping off and picking up? The BLS website says $345 + $7.5 + Courier fee. This doesn't help in knowing for how much do I need to get that check made for? People please guide.

Yes, CGI Vancouver still allows you to submit OCI + Surrender together. Confirmed earlier this week. I do plan to call them again once I get my Canadian Passport. Best to confirm right before submission.
Question regarding applying for OCI while being in India.
I am expecting the citizenship oath invite any time soon. My plan is to take the oath in Canada and travel to India immediately after the oath, since I am employed in India. I will be using Indian passport for this travel. I understand this is legally allowed, since at the time of the travel I am not a Canadian passport holder yet.
My cousin will forward the citizenship certificate from Canadian address to my Indian address. Once it reaches India, I am planning to apply for Canadian passport at the Canadian consulate in India and thereafter surrender Indian passport and apply for OCI status, while being in India.
Has any one recently applied for Canadian passport and OCI while being in India? Could you share any issues faced during the process?

I am applying for a minor's OCI, and it asks if a family member has applied before. My husband (applicant's father) has applied almost 12 years ago and we don't have any reference number / dates. Any advice?
