It seems they have a way to check if you have an active voter id and name in ration card. So submitting only declaration without doing any cancellation may lead to application getting rejected.

And for ration card how can we delete our name? if you know the process for that?

Looks like it does not have an online process. You need to go to Ration Card Office or Ration store in your area to fill form and get your name removed. Your family can also get your name removed.

I submitted my application online through the Civil Supplies website. You can check your state's website for similar services.
