Your application has always been in India from the moment you fill it in online in the sense that everything happens in GOI servers hosted in India. The best guess I have is that, "acknowledgement" happens when the consulate has compared the support documents with application data and made the application active in the processing system. Security clearance process in India will start at that point.
If you are submitting it in person, I would suggest do not sign the minor's document. When you go to BLS they will ask you to sign on the designated section/pages at the counter

I am confused by the entire OCI process. If someone can please answer these questions, it would be really helpful. I did scan the forum, but there are so many pages and some contradicting answers (could be due to some change in rules/process). So if someone can answer these, that would be great.
1. Do I have to apply for surrender certificate first and then apply for OCI once I receive the certificate? Can they be done together?
2. If I choose to have BLS pick up my application, do I have to include my original Canadian passport? I will be traveling soon, so I would choose to not mail my original Canadian passport as of now. In that case, walk-in at a BLS office is my option, right? I am in the Waterloo region, so I assume BLS Toronto (considering that Brampton is too busy) is where I need to go, right?
3. For self attestation, do I just need to sign the printouts? Or am I required to add a declaration or something above the signature?

2. Postal also you need not send original. Best if you can do walk-in, all issues will get sorted out if any. BLS Toronto you can go.

Only thing is ke if one application out of the 3-4 applications you submit gets returned back, they everything will get returned because of single draft payment.. I know I sound pessimistic here but just wanted to highlight it you.
