I can surrender my Indian passport without Canadian passport, I just need to write a self explanation letter to BLS that I have not applied for Canadian passport yet. And provide Citizenship Certificate.

didn't you read on so many post that Canadian passport is a per-requisite to apply for surrender certificate?

They ask one extra copy of Photo at the time of walkin submission. I provided soft copy of my photo and they printed out. Now, they sent back that extra 2nd photo back to me along with original surrender certificate. Is that their routine practice?

I have a question related to surrender certificate. Does surrender certificate contain Indian passport and Canadian passport details? I am a PR of 3 rd country in which my Indian passport number exist. To change it to Canada passport number, they ask me to prove the Canadian passport holder is the same as Indian passport holder. I showed both passport but they want some letter from either Canada or Indian government. If surrender certificate has this detail then I will use it. Plz let me know. Thanks

Just the Indian passport details are mention in the surrender certificate
SURRENDER CERTIFICATE
It is certified that passport with booklet number Rxxxxxx, issued to Mr/Ms ABC DEF, has been surrendered on 06/1/2023 at "CONSULATE GENERAL OF INDIA, TORONTO, CANADA" by the applicant. The official reason recorded for Surrender of the Passport is: "Surrender of passport due to
renunciation of Indian citizenship and acquisition of citizenship of another country by the applicant". The surrendered passport is hereby returned to the holder after cancellation.
You can get a notarized affidavit which will confirm that both documents belong to you
