I don't think so. May be clarification can be sought out. For citizenship, its so basic proficiency is required, that even English certificate from any college or university given by any country that he got the degree/diploma where mode of teaching was English ....is acceptable, so there is no point insisting for General. .........I think, if the candiate is already in canada, he should walk in for local free CLB test then, and get that. Or, apply with whatever IELTS has, if during AOR, they raise objection that this is not acceptable, then he can arrane other test.
Even, somewhere I read on the forum, that even if a student doesn't has the mode of teaching as English certificate from college/uni., but if his degree or result-card is in English, they automatically assume that education was sought in English, and they accept that..

As far as IELTS is concerned, IRCC has clearly stated that IELTS-General is required at this link I've commented to. It is not wise to do something different (unless IRCC itself clarifies that it is acceptable) and risk delaying your application unnecessarily.
