Thanks Kelfin and Miu and others. He was qualified fro FSW 2014 and got 5 points extra for having an uncle in Canada which made his score 71. For Nova, the guide tells about a relative in Nova Scotia which is different. This lowered his score to 66. Don't you think he might get a petition because he is short of only one point ? So, Do I advise him not to apply because he got 66 and not 67 ? I want to give him a sincere advise.
Oh...rules are rules. It doesn't make sense, if there is a chance of being nominated with only 66 points, why would they put 67 as requirement in the first place..? And what about all the other potential applicants with 66 points in the world, they will all want to petition right?

I left only thing is proof of fund as currently invested and cant show...so if i start making bank statement from this week and apply after 3 months then any chances before (if there is any)cap reached?
Dear, February applicants still have a chance, March applicants like me, very little chance, but still hoping.. But three months later????..... The cap is only 350 please.., apply right away, or just try next year.
