Work permit processing time is around 3-4 months. If you applied this work permit before your previous one expired, you can keep working until decision is made on this new application under maintained status. Don’t worry about it . You are still legal worker.

AOR is taking around 4-5 months and depends too . If you got AOR , you can certainly apply for BOWP if you don’t have employer restrictions on your nomination certificate.

It says restricted to Ontario employer on my nomination certificate to the current employer. The stream is Employer Job offer - Foreign workers.
Does this mean I cannot apply for BOWP and have to be on closed work permit until I get PR?

Yes you can submit webform to withdraw both applications. It can take 2-3 months for withdrawal.
