If I have applied for non-EE PR under OINP Master's graduate stream from Ontario. Can I change my job during the processing time of my application? I am not sure, because I don't require job offer.

Believe the aim of this stream is not job based. But what I have heard is that you cant change province.

Most files are processed in Sydney, Ottawa, Etobicoke, Winnipeg & Edmonton. Again, the primary issuance offices are Calgary (Canada West), Etobicoke (Ontario) & Montreal (Quebec + Maritimes).
Do you know/have any idea if there is any "rules" in transferring the applications to different SVO? Say, by nationalities. those are from India will mostly go to Etobicoke etc. Or, it's actually just by random?

It's not about India, out-land PR applications go to Sydney/Etobicoke. In-land applications are dealt in Sydney/Ottawa.

Ny adr 1 was all the document schedule a, financial , family. I made a stupid mistake in schedule a so they asked it again in 1 week itself

Its not job based so you can change jobs, but ensure that you have a job because IRCC likes to spring surprises and may ask you for an employment letter.
Today I got a reply saying, they updated the information on file, which I provided them with using two webforms around 1 month ago. I used two webforms at that time to update them with 1. my address 2. my old IME no. But I got a single reply for both webforms (I can see those webforms in the response email). I was asked for medicals on Feb-22, 2023. I have booked for the ME on Mar 6. Now I am confused if they will use my old medical instead. Anyways, I will find in next few days, I guess. Now I am trying to call them to figure this thing out, but its a pain to get transferred to an agent "high call volume-> try again later".
