It is NOT mandatory for your spouse to apply for PR with you. It's your spouse choice, and that's how you should convince VO. Remember, even though your spouse is not accompanying, you both must submit police clearance certificates, biometrics and medicals.

No docs and no questions asked. I did give a reason which was that I believed it was my only option to get a PR at the time and that I would sponsor my wife afterwards (or she'd apply for it herself). Nothing wrong in doing that.

As I previously said, I just wrote the truth as in I did it so I would have enough points. Just put a context around it based on your life experience here in Canada.
