I am awaiting PER, what could be the reason for delay? People in my NOC are getting PER who have applied at the later date than mine.
I am quizzed and tensed too.

There is no point on that for you. If your OBU is the one with ACCA, and from my own experience on ECAS with ICAS Canada, they don't assess BSC Oxford Brookes-thus no point. ACCA has no points too. I am ACCA and have OBU Bsc too.
You are right dear no one here can answer these questions only CIC can we can only make guesses but as per my analysis of CAP updates OCt and Nov applicants have no cap Issue, only Dec applicants are in grave danger on 16 dec latest cap update it was 931 now the golden question is till what date apps received are included in this count
if they have included till 15 dec apps received in the cap then till 22 dec apps will made it
if till 30 noc apps are included in latest cap then till 7 dec will make it
but in any case dec last week applicants will not make it and this noc has reached it caps for sure
MY VIEW IS THAT NOC 1111 CAPPED ON OR BEFORE END OF 16 DECEMBER 2014 BECAUSE IN ONE DAY MORE THAN 50 APPLICATOIN RECEIVED ON AVERAGE FOR NOC 1111 AS PER LAST TREND.... SO 31 APPLICATION WILL BE FILLED BEFORE MID DAY

I called cic today and they told noc 1111 capped and application returned because noc 1111 full
It's very bad for cic no responsibility received my application on 23 October they told 931 and now they told it's full. I am very angry I don't speak more
