I'm trying to apply immigration under CEC with my common in law parter.(who is not citizen)
We've lived together for about 2 years now.
We have joint account, internet bill is on her name, my company insurance covers her as well and she is beneficiary of my life insurance. And we filed tax-return together as common in law last time.
The question is that when I send "Statutory Declaration of Common-law Union" with my application, do I need to get filled out the section about solemn declaration from someplace?
Because my partner went back to China for vacation and will come back 5weeks later, so I'm not sure how to get that declaration without her.
Is there any other way or can I just send other proof with application first then send the "Statutory Declaration of Common-law Union" form after she comes back?

At least in Canada, my understanding and experience are that you both need to be physically present in order to declare your common law relationship with her and have it signed by the commissioner for oaths.
