Hi - I am hoping that someone can assist with my question. I will be looking to sponsor my wife. I am Canadian and she has dual citizenship with Ecuador and Brazil. We are really unsure what visa office to list on her permanent residency application. Can she choose a visa office for either or is there any requirement that she must specifically meet to choose one above the other?

closest to the place she is staying currently, in your case preferably the country she is residing in. but CIC will send it to the office it thinks best.
I am also a dual citizen (Portugal and US). We have decided to do an outland application and to apply as Portuguese because the visa office that handles Portugal is Paris and their average processing time was much shorter than the US office processing time. That is how we made our decision. During the process I have been in Canada with an extended stay.

If you have a choice in the matter (we mistakenly put the wrong visa office, and our case officer sent our application to the correct one, so how much choice you have is uncertain - more senior members, please correct me if I am wrong) it is clear:
Sao Paulo (office for Brazil) is 11 months.
Bogota (for Equador) is 15 months.
