I am about to send my wife's spouse sponsorship application to Mississauga for at an out-land office. My wife is currently with me in Canada on a visitor status. She has applied for a student permit to go for university here.
My wife is a dual citizen of Yemen and USA. She was born in USA and never actually lived in the USA beyond year one of her age.
She has been living in Yemen and a citizen of Yemen as well.
When it comes to choice of visa office, can we simply choose Ottawa Office over Abu Dhabi (both 15 months processing time) on the merit of having a USA passport though spend most of her life in Yemen and actually never lived in USA beyond year one of her age?

Since your wife is an American citizen, has she been filing US taxes at all? It can be a problem for her if she wants to enter US. She will be required to have a US passport to enter. If US sees that she hasn't been filing US taxes, they could detain her for tax evasion purposes. US could deny her ability to renew US passport if she hasn't been filing taxes.
If she has been up to par on filing US taxes, then there will be no issues.
