That's not odd. they send AOR in 2 or 3 months after they receive the application. It has been a little over 2 months for you. I think you should just wait a little bit more.
Having said that, I don't know whether you can submit a Case Specific Inquiry before receiving an AOR or not.
Thanks! I got email saying that next process will be done within 6 months and I should not send any query within 6 months. Not sure if this is standard time frame for all VOs or it is specific to NDVO.

since you paid online, you dont need to fill the form, and you dont need to include it in your application, you just print out your reciept and attach it to your application

i dont just post here, i no what am saying, i said LOA is a coloured copy not white and black and i want to prove d 2 of u wrong today, druce and highty, http://cheekychinnymomma.blogspot.in/2015/05/mpnp-application-process.html check dat link u will see a copy of LOA there, or may be ur own white and black usually have a green colour, if u used white and black to print dis letter am sure it will not be like dis so go to that link, u will see a copy of LOA there, so have proved u wrong u here @ druce and highty
Cic will email you with the UCI number and application number they will tell you that the application you sent is complete and put it in to process...that letter is called AOR.. Right now Im not sure how many months youl have to wait for that.... Then after cic will transfer your application to your visa office.. Your visa office will later send you medical request and other docs... Your Uci and application number is use for ecas to check and track the process of your cic application...

You will receive an AOR (Acknowledgement Of Receipt) e-mail from CIC giving you a file number and the link that you can follow to check on your status via ECAS. You usually receive this 2-3 months after submitting your file.
Next you will receive a e-mail with the PPR, just like the mail you received for MR.
If you dont receive anything within the next 2 weeks you should contact them.
