Maybe, They’re issuing P2 according to FCFS basis. I am seeing only March 12 P1’s and later for now. Maybe March 12 people will get it this week. Issuance of P1 is more in Montreal office as compared to P2 as I myself got P1 very next day of FD.

No, I didn't mean that. I am seeing many March 12 people who are waiting for P2 and not much people who got P1 before that as they got P2 already. Maybe FCFS they’re following. That is only issue with Montreal office, other offices are very fast I have seen people getting P1 on March 19 and today Ecopr.
