I guess that email is for June/Aug intake applicants. Since your CSQ application is in progress this email is not for you.

Still its not confirmed that your application will be processed in spring 2017.
They just give us the rough idea i.e expected in springs.

My IELTS score card was expired on this oct 18th. And I have applied for Mon project last july and I have got acknowledgement of being selected with reference number on july itself, even the fees has been processed. Now the new email says application will open on mid of spring.Will it affect mon project quebec application since validity of IELTS is expired? Could anyone know about it please?

My Quebec project is a new system, the average processing times are not yet available. We expect to begin processing applications online in the spring of 2017.
