Mon Project QSC required?

hi everyone, i need some info, as far i know we need Québec selection certificate, then we can apply for immigration, with the help of Mon Project can we apply for selection certificate online? will we be able to register for Mon Project by calling their helpline?

You can create a mon projet account now only if you are currently a temporary resident of Quebec or have a valid job offer. Otherwise you need to wait till June 20th.
