I'm an Industrial pharmacist (3131). I have got my ECA through WES.
I got to know that Industrial Pharmacist comes under Regulated Jobs, so if I want to work in Formulation R&D or related department in Canada after I get my PR, do I need to go through PEBC and is Licensure required for the job search in Formulation or related departments.

Consultancy will consider your Qualification for the 315 score and WES will not change the Score
You need WES to certify your qualification before applying on my CIC so that you can get a score of your qualification.
So, the score wont change.
If you are a Pharmacist, PEBC evaluation (instead of WES evaluation) will give you few extra points but that too will not help you to go from 315 to 450.
Score 315 has less hope, I suppose you shd try some other alternative method to increase score.
