Over 2 years here too. Going on 7 months since Citizenship test completed and nothing but silence. Frustrated can't begin to describe my feeling over this whole process. COVID-19 cannot be an excuse 2 years later.

In and out at the moment for work so its hard to plan without knowing even what window it might come through in. I am feeling very much left behind at this point! All the guys in this group who did their test around the same time as me did their oaths back in January. Its June now....

Had my certificate 4 weeks sharp after the oath, they won't guarantee or fast track the certificate delivery...

Next challenge will be the passport, but here is the game plan:
You will need to go Service Canada at Upper James in Hamilton, one of the few offices that you can pay extra money to have your passport in 48 hours BUT you must have a trip ticket booking or an invitation to a course.... You could buy an EXPENSIVEREFUNDABLE online flight ticket, print it out and you will need it with the passport application "they accept applicants if they have planned and booked trips within 25 days, it used to be 3 days ONLY".
Go to the Service Canada at 5am in the morning and wait "roughly 3-4 hours". OR, some people have the folded picnic chairs from 11pm the night before to reserve the line up spot, go an sleep in the car and come back for 6am in the morning to be seen first at 8:30am first in the line..
I hope you received your passport by now. May I ask if the citizenship certificate was simply left in your mail box or you had to go yourself to canada post?
Was it addressed personally to you?
My wife will come back to canada to attend ceremony and then leave , we are afraid that she might need to be in canada to get the certificate as we are putting a relative address as a mailing address?
This is the same with my application. Have you asked for GCMS notes? Mine is sitting on the "May 2020 Inventory Shelf" in Mississauga IRCC. Where is yours?
