I've never heard of the 150 days period. Is that from the old stud permit or her new NB study permit. If she doesn't attend school from the NB college/university, then that new study permit is not valid.
I found this about leaving or chaning to visitor within 150 days but I am not sure if that applies to her. Since she already has a new study permit of a different institution and doesn't plan to start studying there.

Right, the new study permit from NB it was a new application (it's like she just come to Canada). I think she can change to ant Designated institutions near me.
Here's what an immigration lawyer told me:

One way we can meet both requirements (live together and maintain her legal status) is that she changes school to another Designated Learning Institute near you.
