I am a PR here in Canada. I went back home in March 2018 and engaged with girl who already had student visa, starting study in May 2018.
After she got here, we got married here and she hardly attended any of her classes.
Now I have marriage certificate.
I am applying for her PR under spousal visa.
How would this scenario will affect her case, when apply for PR.

It won't affect her PR application. Just ensure that she stays in status, as her lack of study may cause her existing permit to be cancelled. Maybe transition to a visitor visa and abandon her studies formally?

She didn’t go to college and past two semesters already. There was no communication from college either and now we have marriage certificate. So can I get her change of status from student to worker???

You can apply for an Open Work Permit as part of the PR application if you are submitting an "inland' application.
Other than that, there is no automatic entitlement to a work permit.

It is entirely possible that she is now in Canada illegally. The school should have reported her absence to IRCC, which would have resulted in the cancellation of her study permit.
