I didn't receive any email or letter, I just went to check today and saw it had been updated to in process as of June 6. I went to update the spreadsheet but it doesn't look like I have access to edit but view only. Thanks again.

yes, he will receive an email - AoR
AOR: Acknowledgement of Receipt (email or physical mail informing him that his application has been received)

After, the application will go "In process" when his file is sent from Sydney (where he originally sent his application) to the Citizenship and Immigration Canada (CIC) office closest to his home for processing.
During "In process" state, the CIC office will complete all the verification and background checks and he will be sitting for the citizenship test and interview.
Once he passes all of this and CIC is convinced he meets or do not meet the eligibility criteria, his application will change to "Decision Made" and he will be waiting for oath invite (if his application has been accepted).

It is so weird because he's been waiting for almost 3 months now and he have not received the AOR yet. Do you know the best contact info for them to inquire about this matter?

He can not call CIC because he didn't receive the process number yet (information sent in the AoR).
But He can try to check in the ECAS (https://services3.cic.gc.ca/ecas/authenticate.do) using his UCI number.

He should know since he received it during his PR process and should inform it on his form CIT-0002E (question 4a) for citizen
