IRCC want families to get PR sooner cos they are mostly likely to have children once they land in Canada or better yet, they already have children. Wild guess though lol

I get your point mate. Over population is a big problem here in my country as well. The current Canadian Govt would like to have 100 million by 2100 AD. So they will do what they think is best. Personally, having 2 children is plentiful for modern families.
