Does somebody knows when is this New MPNP will take effect? their website indicate on January 2018 but all EOI will be deleted? when can we make a new profile? i´m wonder what other requeriments will be added besides of the "In demand occupations"?

Hi Myself Satpal Nara 42 years old and more than 16 years experience in NOC Code is 2253 Drafting technologist and Technician and 2232 Mechanical engineering technologists and technicians. Me and spouse Ielt score is overall 6 But she has master degree in Library Science. But his profession is not in demand as compare to 2253 or 2232 that why i decided me as primary applicant. Earlier i was trying through SINP (OID) Occupation in demand. Due to recent changes SINP removed the NOC -2253. Because of that i am thinking MPNP but i does not have any connection in Manitoba. Hence both are regulated profession in Manitoba . License required form Regulatory body. So i want to know following things about the license procedure.

1. Can i start my immigration process in MPNP (expression of Interest in MPNP) before getting license from regulatory body ?.
2. Which regulatory body will provide the license for Drafting technologist and technician or Mechanical engineering technologists and technicians?.
3. What are the documents required for license?.
4. How much time required to get license?.
5. Is there separate window for Manitoba query.
6. Is anyone can starts Immigration process without any connection in Manitoba in any stream?.
