Yes you can submit passport in person in London office.
I guess your agent/consultant is right on the subject of another move before the final move.
In my opinion , wait and finish up with your Pr visa before any further move.This will save you from LVO stress.

A little worry may not help your blood pressure for the medical
Medical simply comprises of blood test(HIV and Syphillis),Full chest x-ray to rule out TB and your DMP will do your medical history,BP check and some body examinations.Your urine will also be tested 8)
We landed on Sunday 26th August. The whole landing process (immigration and custom) took less than 15 minutes for a family of 4. No single question was asked about proof of fund, though we came prepared with everything. We brought our completed list of goods to follow with us and got it stamped by the CBSO official with no hazzle. Very nice and friendly officials all round.
