LMIA processing and work permit extension

I have been waiting for my Lmia for about 8 months and my Lmia still isn’t approved. Today, service Canada sent me a new Lmia file number. What does it mean? Does it mean that I need to wait for my application again? More than 3 months again? And also, my work permit get expired 3 months ago, my agent use the old Lmia file number to help me extend it. But duo to the long waiting, it got reject. Now, I get a new file number, if 90 days of restoration gone, I still don’t get my LMIA, does it mean I have to leave Canada? If I leave Canada, my Lmia is approved after that, can I come back?
