It means that they have not yet started processing your application. It is a standard comment.

There is nothing to worry. Even I did an upfront and submitted my receipt and the status for a long time read " you do not need a medical exam", which later changed to "medical passed". Good luck

For the benefit on those who applied online (for a tentative timeline)
Applied online for study permit on 1 May 2017 (from India).
IELTS overall 8.
Medical upfront.
Passed Medicals on 29th May (saw the status on CIC account. Did not receive any email)
Received request for passport submission on 1 June.
Submitted passport on 1 June at VFS Bangalore.
Collected passport with visa stamped on 7 June.
