that's because there is a temporary public policy to allow to reuse old medicals, doesn't mean they only request for medical after background check
 
I am currently undergoing a background check and won’t receive my eCOPR before my tuition deadline on March 14. If unpaid, I may lose my student status.

I have a few questions:

  1. Can I apply for an Open Work Permit between March 10–14?
  2. What documents are required for applying an Open work permit?
  3. Since my inland application is handled by a lawyer, can I apply using a different IRCC account without informing them?
  4. I have a work permit tied to my study permit and am doing a co-op. Can I continue working while waiting for my eCOPR or Open Work Permit approval?

If you have a lawyer it will be best to talk to them . It is not true you can apply with a different account your UCI never changes except there is a screw up . Before you do anything talk to your lawyer about your situation .
