I just spoke with IRCC and he said that we need to apply to extend his Visitor status. He is not considered on maintained status caused by OWP as he never had an OWP to begin with.

I didn't know that IRCC call centre has come to this bad....
It's up to you to apply to extend his stay as visitor. It will not hurt.
He never had an OWP and since he applied with a valid visitor status, he should be in maintained status. Unless the OWP application is refused/returned. But well. it really doesn't hurt to be on the safe side to extend his stay.

It’s so confusing, I was also under the impression we didn’t have to, but now this agent completely confused me. I mean, I get that immigrating to Canada costs money, but to pay $100 for nothing, in addition to a 3rd biometrics request at $85, all due to IRCC delays, it’s unacceptable.

I am in the same boat and i intend to apply for my extension 1 week prior to my status validity getting over. For me its Dec 16th which my vistor visa completes the 6 months mark. I have no update on my work permit which i was hoping for untill now, but in vain!!

You should not have to do biometrics again. They should apply the previous biometrics from your PR or OWP. You can get the VR fee refunded if you get OWP or PR before they start processing the VR application.
