when application passed first stage of approval, which is eligiblity for processing, sydney will transfer it to a local office that the applicant choosed for further processing, if ur in canada, ur file will be transfered to cpp-o.

Visa office cannot be inside Canada, it has to be a Consulate of Canada, situated outside Canada. You were right in writing Buffalo office. It's Sydney office's duty to send to OPP-O, then at last, send to Buffalo.

u are lacking some information buddy. buffalo office is now closed. applicants in canada now choose cpp-o to replace buffalo..
