So the current trend is very clear all have been refused those who got ADR as fresh set of documents. Those people got specific request like updated bank statement and LOE they got ppr.

There is no such thing as "full set of documents", see your settlement conditions/terms. ADR for specific documents is for normal applications, there won't be a single settlement case who got request for a specific document. You are confused between the two. An ADR mostly means the case is approved, you're confusing it with settlement case where IRCC has to give you a chance to submit any more supporting documents.

i just refused again in fresh application from Pakistan , no issue in home ties, only purpose of visit and current employment situation...... Bye Bye canada ,,,, insha'Allah UK but will keep fight in Judicial Review

Maybe it depends if they have already reviewed the application and would only feel to request specific documents, if they have not reviewed the application then due to the shortage of time they would send out a general document request. Not many JR cases so its hard to say.
