i sent my application paper base and the receiving was on 1/Dec/2020 but the IELTS copy which i sent was expired on 8/Nov/2020 because i did not know IELTS has only two years validate. now i got new exam so shall i send it separately or i have to wait IRCC to return my application

I think you should send the new results via the Webform immediately once you have the results. That way you can prevent the application sent back time.

When you were nominated in the past NOC O,A,B (with your nomination letter) that means you're eligible, you don't have to prove ielts again, and if they need a new valid one, they'll ask for it.
Send the new result via webform now using your UCI, but your application won't be sent back because of the ielts test.

So my assumption of inland applicants being put into halt (atleast with ar after january 2020) was right i guess

Paper based applicants will get dm ppr soon too ,with complete silence on inland side it is good indication of some last steps being finished on outlanders
