Is st Claire office still the slowest processing center?

I filed my application in Calgary office. Because I move to Mississauga, I got a RQ from Mississauga Office. I called CIC agent the other day. they told me that my case has been transfer to St Claire. A office has been notorious for slow processing. it is said that it will take 4 years for RQ processing alone. I am wondering if it is still the case now.
