Is "secondary review" the same as "under review"? , What to expect?

Hi all,

A few months ago, I received a letter stating that "a preliminary review has been completed and additional documentation is required before the final review can be completed. Additional information was sent immediately.
I called CIC to inquiry about the status and the agent says it is "under review".
Can someone clarify what "under review" means and what to expect?
