I am currently seeking help from one paid consultant for Canada admission for MS. They suggest that I need to pay 1st year fees to college and the living expenses for a year in a Canada bank before applying the visa.
to have a better chance of being approved you pay first year tuition to show you can afford your studies. And you have to have a minimum of $10k Cdn in the bank to even be considered as that is the minimum proof of funds.

It all depends with the individuals. Like Naturgrl mentioned, it would boost your chance. Myself, I didn't pay anything for one year, just acceptance fees and I got approved. So, it all depends on how strong your SOP will be.

If you have a maintained bank statement with a strong and reliable source of income which you can prove, you can get approved without paying any fees too
