I experienced this last week and thought it only happened to me or there was a temporary problem with our server. Thanks, you brought this up. I already reported the error. Please report this so they can fix it as soon as possible.
I reported this problem by phone as well. I suggest you do the same. Hopefully, they'll prioritize fixing it if they see that many people are affected.

Seriously, this is so dumb on IRCC's side. As if things weren't already messed up with their system. I saved my application, and after a day, it gave me errors, so I had to delete the applications and start from scratch, and now this.
Might as well just shut it down. So frustrated.
BTW calling the number is useless. Can't get through to anyone.
Yay, finally I could submit my application and paid for the visa fee but not the biometric.
Although it seems to be fixed in the form but in the Client Application Summary it is still error "error finding lov text"...
Good luck to whoever review my application, more reasons to reject my Visa
