if haven't UCI - enter UCI -0000000000 and application V000000000

I just logged in to IRCC portal and continued my previous application from the point where it says "Do you wish to give your biometrics again or re-use your valid biometrics? (required)". It still only shows 'Lovs not available'. I am using google chrome. I also tried starting a new application, but when I get to that page the same error still persists. For those of you who managed to do it, may I know how?

I am waiting and hoping that after 9:00 EDT technical support will have fixed the error.
