Yeah you r right, and I've seen few having same issue had sent query to VO & in reply they said that your file is in process or waiting to be reviewed by immigration officer & no further action is required from your side.
I think we should send query to VO & see what they reply :
Regards,
It has been 7 months since my 2nd AOR. I'll send mail asap I reach 8 month target as informed by visa office.
I have joined party as well, In Process with RBVO details

Hi guys!, I am May 2010 applicant and got my 2nd AOR in Sydney, Au visa office last Nov 11, 2010. My case is even a little bit weird, it turned to In-process first last month and then today when I checked it today it says RBVO.... it goes like this....
...... We received your Application for permanent residence on May 13, 2010.
Medical Results have been received.
We reviewed your application and sent you a letter on October 6, 2010. Please consider delays in mail delivery before contacting us.
Your application and supporting documents were received by the Sydney Australia office. They are pending review.
First thing, my 1st AOR is thru email and not by regular mail and secondly, I still don't have medical schedule yet and it says on the details, medical results have been received...... I don't know what's going on....
Nilda Don't worry , ECAS is playing up these days, I have read, it happened with many members. Ur case is just as normal as us.
All Good

Useful Words From Captain Qorax from his post
The moment your e-cas goes to 'in process' - STOP LOOKING @ IT, please. It doesn't help u -- neither the e-cas is any 'tool' to check our case progress. Understand the timeframe instead:
Meds:
6-9 months from 2nd stage docs SENT,
OR
4-6 months from the 2nd AOR,
OR
3-5 months from any Addnl.Docs Request.
PPR:
3-5 months from Meds Received @ CHC,
7 months for some cases - with security issues,
[God forbid] Furthered Meds - need another 3-5 months,
[God forbid] External Security Check/s - may take the case to 9-12 months.
If PPR & Meds r together:
U r looking @ a total of 3-6 months for the Meds Validation + Security Clearances to fetch your PRVs - in 'normal' circumstances.
DANGER:
After Pps SENT -- DO NOT correspond with your VO*, s/he might just return your Pps 'unstamped' [and ask u to send them later].
QORAX
*Till 5-7 months.

This is really good and very useful.
I can assure you one thing - only few people will be able to spend 2-3 days without checking their E-cas
Hi friends,
We have got In Process on Jan 25, 2011 with RBVO details, This is my VO response to my case specific query:
----------------------------------------------------------------------------
This application is in a queue for review to determine whether additional documents are required, whether an interview is required or can be waived, or whether a selection decision can be made on the basis of the documentation submitted on file. We cannot predict how long the processing of this file will take.
We appreciate your patience and will contact you as this application reaches the next stage of processing
----------------------------------------------------------------------------
Please explain what does it mean? Is it "in process" real? and what was your answer from your VO in this situation(IP with RBVO detail)?
I have the same situation...
my status turned to "
Decision Made" on 8th Feb
then, "
In Process" but with RVBO inside on 1st March...on the same day, I got a call from my consultant informing me that they got my 2nd AOR.
let's wait and hope for the best
Cheers
Dear All,
Lets not worry.
A frnd of mine who's on student visa in Canada got this mail from the International Student Service Office, which kind of confirms that problems are faced by all who are in immigration process.
Dear Students,
I am emailing you to let you know that there is a problem with CIC's webpage across Canada at this present time. We have been informed of the technical difficulties that they are experiencing. This means that no EVN's are able to be processed at this time. We will need to wait until CIC's webpage is back up and running to continue with EVN approvals.
We do ask for your patience and co-operation at this time.
Thank you,
International Student Services Office
EVN is Eligibility Verification Number(something related to on campus work permit)
So in short everyone is facing problems. Lets not loose our sleep.

Hi Qorax,
Please advise, if we submit documents after getting the 2nd AOR will that cause any delay in process?.
Let me explain here. I have not received my FBI report when i was ready to submit my full documents and we have send an explanation letter that FBI request is in process and will submit the doc once we receive it, then after 40 days I have received my 2nd AOR and after 2 months I got my FBI report and mailed to CHC.
Please advise.
@All forum members
I think "in process" with RBVO details is an E-Cas System error. This is not actually "in process" that we are expecting.
Our file will be "in process" in actual when the details inside the link will change to "Your application was reviewed and we started processing on --------"
When we can see that line in our E-Cas status then it means our application is actually "in process"
Cheers
Today i got reply from CHC london
Dear Sir/Madam,
Thank you for your enquiry.
CIC is working closely to manage arrivals in Canada, so that we meet, but do not exceed the immigration plan set by Parliament last fall for 2011. Since we have larger inventories of applications than limits within the immigration plan for admissions to Canada, we must process applications according to the priorities set by Parliament. As we have a sufficient number of applications in our high priority categories, we are not in a position to process your application at this time, nor can we predict when processing on your application will resume.
Yours sincerely,
