I guess the only thing we can do is keep calling them repeatedly and hope they pick up. Try also calling as soon as they open. Even on the HC website, the numbers to contact are only BLS numbers.

I am trying to decide if I should apply for E-Visa to be on safer side.

Yes we can. We only need Canada passport to apply for E-Visa.

I am just trying to save money. Because if I get the Surrender Certificate we can apply for OCI. In that case, we won't need the E-Visa.

They are asking Canadian passport now. Its mandatory as per Brampton BLS.

A friend applied for e-visa and got it in half a day. Max to max you will get it in 2 business days.

So, hold off as much as you can. There is no harm in trying to get the OCI before your travel to save the e-visa cost. Btw, when is your travel?

No travel planned yet. But want to be ready if I have to travel urgently.

No need to rush on e-visa then. Processing times are really good nowadays!
You can get it literally in no time.
