Yes you can just take the printed label to any purolator location and also you will get free envelope to send your application. I dropped my application at purolator location today.
I chose the pick and drop option and i believe they charge for this service according to your postal code , after this its upto you like you want them to come to your house for pick up or you can go to them and about the tracking no you get that in your email from purolator when you pay for their service at bls site

Its $110.4 CAD. You just need to provide one postal order or bank draft of this amount under name of BLS given on website and send it with your application.

On the BLS website when we first visit, there is a popup message regarding Covid procedures. If you scroll down, they did mention they Tatkal is available via mail now. We applied in Tatkal actually. One thing though is that in the PDF checklist which is part of the application, they will mention who is not eligible for Tatkal, so double check that part to make sure you are eligible.
