For me it changed the very next day as "Approved and Submitted as Clear by Police "

The same police station where it was sent for verification. You can ask them that it is still showing in process.

The officer told my parents that he sent in clear report specifically and that if we check it should show as clear. Is there a chance it’s a passport seva delay?

Yes. So, it as soon as passport seva will receive clear PV report, they will approve it on website and they will print it afterwards.

My status changed to "In Transit from High Commission to BLS Centre " today.

Update:
I received my PCC today.
Application submitted in -person at BLS Montreal: 30 October, 2024
PCC Received: 27 November, 2024

I've sent a mail to CGI this week. Got a standard reply from 'Sanjiv Kumar' saying it'll take 6-8 weeks and will be issued next week. Also send the invitation letter. I did send a reply back, but so far no reply.
Current status is 'PCC is clear. Ready for issue'.
Been like that for last two weeks.

just go to bls center and take premium service they will fill all documents and apply pcc don’t waste time on purolator they will take 3 or 4 days extra

Its 4 to 5 hrs from the location, I cant travel. Any other options
