I am an applicant under CEC (2013-Nov). Do I need to inform CIC, if I would apply under the different immigration (PNP) to CA programme? And how it may affect my process under CEC?

No, you don't have to. And no, it will not affect your CEC application.
However, once one of the two application gets finalized, you will have to withdraw the other one.
