How to order GCMS notes for visa refusal ?

Hello,

Recently, we received refusal on our study permit with two reasons that,
1) Applicant won't leave canada after she finishes her studies
2) English scores are not sufficient.

Both those reasons, i find are valid. But We want to obtain GCMS notes to get detailed picture.

I am not a PR or canadian citizen.
