How long will SINP for Express Entry take?

I wanted to apply through Express Entry but I only got CLB 8 and my points are 410 after recalculation.
I now want to apply for SINP but wanted to consult which option is better. SINP with the express entry or sinp in occupation in demand?Which is the quickest and fool proof way.

additional info - my sister lives in Saskatchewan so I am scoring 78/100 in sinp grid

PNP+EE takes a combination of the 2 processes - 5-6 months for the complete nomination process and another 6 months (longer now under COVID conditions). A PNP paper PR application without an EE component will take closer to 2 years.

Can't we directly apply for PNP programme under the occupation in demand catagory specially people who have a less score ??

2 years ..! it's really long.. I think going by EE would be a wise decision then
